The Islamic Affairs and Charitable Activities Department is the only rightful authority that is responsible for specifying the direction of the Qibla in Dubai


1. Mosques:
The steps that must be followed and the documentations needed to build a mosque:


• After the owner receives the land to build a mosque, the municipality appoints a consultantto arrange the required models.

•The department coordinate affairs between the consultant and the Civil maintenance section in the department to check the models and approve them through Islamic Affairs and Charitable Activities Department and Municipality of Dubai.

• After deciding the contractor in charge of the project, the contractor must present the following documentations:

  • A letter specifying the direction of Qibla
  • A copy of the documentations accredited by Municipality of Dubai.
  • A copy of the map locating the mosque issued by Municipality of Dubai.
  • A copy of a license of building the mosque.
  •  A copy of the contract between the donator and the contractor.
  •   The civil maintenance section appoints a specialist to specify the direction of the Qibla.
  • After specifying the direction of the Qibla a certificate is issued.

    2. Governmental or Private buildings:
