Vision of the Initiative

A vision that brings the Quran into every home and every family. The initiative strives to achieve an ambitious and clearly defined goal in Dubai. This goal is not merely a number; rather, it reflects a profound cultural transformation that makes the Holy Quran a part of daily family life and instills its values in future generations.

A Hafiz in Every Home

Managing Quran Memorization Operations across the Department through the following: Designating a single entity responsible for setting the overall policy for Quran memorization across the department. Developing a clear action plan through which roles and responsibilities are distributed among all relevant organizational units to achieve the objective of the “In Every Home, a Memorizer” initiative. Setting and distributing performance targets for the relevant organizational units to ensure the achievement of the initiative’s goals. Approving a unified action plan that includes (memorization levels, memorization standards, and methods of with participating audiences).

IACAD has launched the “A Hafiz in Every Home” initiative to establish a leading knowledge-based model for Qur’an education and to strengthen values within the family

His Excellency Ahmed Darwish Al Muhairi, Director General of the Department, stated that the initiative represents a strategic direction aligned with Dubai’s vision of investing in people and strengthening value and knowledge systems. He emphasized that reinforcing the family’s connection with the Qur’an is fundamental to building a more aware, cohesive, and sustainable society. He added that the initiative establishes a unified institutional model that enhances the efficiency of Qur’an memorization programs and amplifies their societal impact through the use of digital solutions and integrated roles, in line with Dubai’s aspirations to develop a leading knowledge ecosystem that supports quality of life and reinforces value-based identity for future generations.

The initiative includes individuals, families, and households among citizens, with an average of 7 people per household..

It refers to anyone who engages in learning the Holy Quran through memorization, recitation, and teaching. This includes: memorizing the entire Holy Quran or parts of it, correcting recitation and Tajweed, oral instruction, revision and review sessions, Qira’at  (Quranic reading circles), and Quranic texts for both males and females across different age groups. (This definition is derived from the well-known Prophetic hadith: “The best among you are those who learn the Quran and teach it.” Therefore, engaging in learning and teaching the Holy Quran in its various forms is considered among the noblest and most virtuous deeds.)

Components of the Initiative

Target Audience: Citizens and residents of Dubai, senior citizens, age groups from 6 years and above, People of Determination, and distinguished individuals with melodious voices. Program levels: Basic level (dictation and correction of recitation): one year. Intermediate level (memorization, Tajweed, and classical texts): from 1 to 5 years. Advanced level (Qira’at and Ijazah certification): from 1 to 10 years. Evaluation method: Assessment tests are conducted after each stage. Language of instruction: Arabic. Education system: In-person – remote – self-learning. Certificates awarded: Completion certificates Qur’an memorizer certificate (Hafiz of the Holy Qur’an) Sanad (chain of transmission) certificate Participation certificate

Guidelines

Registration is open to all, and placement is determined by the administration based on available capacity. A single authority is responsible for distributing students across centers according to each administration’s capacity. Mosque-based memorization circles (in-person learning) will continue to be maintained. Students may choose between remote or in-person memorization. Each administration defines its available vacancies, with each teacher allocated four circles per hour (a total of eight circles), accommodating up to 120 students per teacher. - Training for relevant personnel on the program will begin on 20-04-2026. - Registration will open on 01-05-2026 and continue for 15 days. Studies for new students will begin with the start of the academic year. - All administrations must re-register existing memorization students and redistribute them accordingly. - Each administration is required to determine its own capacity in terms of number of teachers and teaching load.
